Richard M. Chamberlain

Richard M. Chamberlain is the founder and the managing attorney of Legacy Law Group.

As an attorney, Richard’s passion is helping his clients make the best possible choices for themselves and their loved ones. He understands that everyone has different planning needs and goals, and everyone has their own unique family and financial situations. When he’s working with his clients, he wants them to have a solid understanding of the issues involved in making an effective estate plan. He spends a lot of time teaching his clients the things they need to know to make their plan meet their planning needs and goals. In his educational seminars and in his consultations with his clients, he teaches the fundamental issues involved so that they can understand and determine not only what type of plan to use, but also why it’s the best plan for them.

Tim Alley
Timothy R. Alley

Tim joined Legacy Law Group in 2012 after working with a few other firms and as a sole practitioner. He has been in practice since 2001 after graduating from the University of Toledo College of Law. Since starting his practice Tim has focused on Estate Planning, with a special emphasis on Elder Law and Long Term Care Planning.

He very much enjoys the interaction with clients and their families as well as the design and drafting of the needed documents.  After taking time to listen to his client’s needs and goals, Tim then works to educate his clients on the different options available to them to meet their goals.  Education on not only the what but also the why is important to allow his clients to feel confident in the planning process.  Tim enjoys providing comfort and confidence to his clients as they learn the what of planning as well as why a particular plan and process is right for them.

Debbie J. Papay

Debbie J. Papay has been a northwest Ohio attorney concentrating in estate planning, elder law, probate and real estate for almost four decades.  Debbie enjoys helping clients have the peace of mind that they have planned for both what might be, and what will surely be. Debbie joined the team at Legacy Law Group in June of 2023.

Debbie is also an Ohio-licensed insurance agent, concentrating in pre-need funeral planning as a clients’ kindness to their loved ones.

Debbie and her husband, Brian Carder, celebrate over four decades of marriage together.

Debbie is the author or co-author of five books and is working on her sixth.

Her current passion is paper crafting, specifically hand-made greeting cards.  She established “Cards for Vets NW OH,” and has made literally thousands of cards, or card kits for others to assemble, for the residents of the Sandusky Veterans Home.

Chris E. Steiner

Chris E. Steiner is a graduate of the University of Toledo College of Law.

Chris has been an attorney in private practice for over 40 years and spent the last 24 years as a partner in Bayer Papay & Steiner before joining Legacy Law Group in June of 2023. His family includes his wife, Ann, four children, and nine grandchildren.

“I primarily work with people who are interested in creating a plan to care for themselves in the event of their disability and for their families in the event of their death,” says Chris. With a college degree in secondary education, Chris takes great delight in educating his clients so that they can know their options and choose the best option for them.

Charlene Burke

Charlene Burke (better known around here as “Char”) started working at Legacy Law Group in 2012 and is currently our Settlement Coordinator. She has over 25 years of customer service experience and enjoys working with clients and their families. Charlene works closely with Richard and Tim to help our clients through the probate and trust settlement process when a loved one passes away. She enjoys working at Legacy Law Group because of the commitment to clients and staff and it just feels like family.

Charlene has 3 daughters and a 6 year old grandson. She loves spending time with family, gardening, reading, and loves to travel and explore new places.

Charlene has an Bachelor’s degree from the University of Findlay in Business Management, and an Associate’s degree from Owens Community College in Accounting.

Katie Buzdor

Katie has been a member of the Legacy Law Group team since February of 2018. One of Katie’s passions is helping others. Katie’s parents owned three NAPA Auto Parts stores and they taught her at a young age that people are the most important thing. Her goal as Client Services Coordinator is to ensure that all clients know that they are the highest priority of Legacy Law Group. Katie is involved in much of the everyday operations at Legacy Law Group, assisting Richard, Tim, Char, Stephanie and Sam.

After graduation from Oak Harbor High school, Katie immediately went into the workforce, earning degrees in photography and business later from Owens Community College, while also managing a family. Katie married her husband Mike in 2007 and they were blessed with two boys. Being an animal lover, two dachshunds were added to the family. Katie and her family are involved in multiple volunteer activities with Bedford Alliance Church in Michigan, and her hobbies include photography and tennis.

Stephanie Chamberlain

Stephanie joined Legacy Law Group in 2020 as the Asset Alignment Coordinator. Stephanie has 7 years of customer service experience working in various settings, her very first job being right here at Legacy Law Group helping her dad when she was in junior high. Since then Stephanie has loved working with people and enjoys meaningful work that betters the lives of those she comes in contact with — which ultimately brought her back to our office working with our Estate Planning clients to proactively help ensure seamless asset distribution upon the passing of a loved one.

After high school Stephanie attended Word of Life Bible Institute to earn her certificate in Theology. She also has one beautiful and vibrant daughter, Shiloh! Together they enjoy music, dancing, gardening, and enjoying God’s beautiful creation outdoors. As a family they are very involved in their church, Toledo Calvary and love to participate in the LoveThe419 initiatives. Having grown up in this area community is very important to Stephanie, especially here within Perrysburg.
